AB 1701 (Thurmond/Fletcher). The bill would require a building contractor to be liable for wages which were not paid by a subcontractor. Civil actions for violations could be brought by the Labor Commissioner, the worker or a joint labor-management cooperation committee. State or government employees would be exempt from the law. State Chamber says this is remedy for a non-problem, and that litigation to remedy non-payment by a subcontractor would be lengthy and costly. The committee unanimously voted against the bill, and agreed to sign onto a State Chamber sponsored opposition coalition. Read more

Los Angeles County's Sales Tax Rate to Increase Measure M Will Take Effect July 1 Sacramento – The half-cent sales tax increase approved by Los Angeles County voters in November 2016 – Measure M – will go into effect on July 1, 2017. The increase will apply to every city and unincorporated area of Los Angeles County, bringing the countywide sales and use tax rate to 9.25 percent. Read more

Claremont Businesses Invited to Sign Up for Free Food Waste Recycling Program Claremont businesses now have the opportunity to sign up for a FREE food waste recycling program. Recycling food waste is convenient, good for the environment, and has the potential to reduce your trash bill. The California Legislature passed Assembly Bill 1826 in September 2014. This law requires all businesses that generate a certain amount of organic waste to begin recycling this waste. Organic waste includes food scraps, vegetable trimmings, plate scrapings, and spoiled food. Read more

Chef Andy Shih of newly opened The Upper House restaurant trained with several well-known Chinese chefs before moving to Southern California. He has been cooking his signature food for the last 28 years here in the United States. In his first years, stateside, he was the head chef of the beloved Chen's Sichuan restaurant in Thousand Oaks. Afterwards opening restaurants in San Diego and Riverside County. Read more
